What recognition and authorisation mean in practice, and where employers mention them.
In short: General recognition of foreign higher education is handled by HK-dir (it took over from NOKUT in January 2023). Regulated professions, such as health care, need a separate authorisation from the authority for that profession. The table shows how many live ads mention authorisation or licence, by field.

General recognition of foreign higher education is handled by HK-dir (the Directorate for Higher Education and Skills took over from NOKUT on 1 January 2023): hkdir.no/en/foreign-education.
Regulated professions (for example health care) need a separate authorisation from the authority for that profession; general recognition does not automatically entitle you to practise. See the regulated professions list. For health personnel, complementary education or training in Norway is often needed, especially for education from outside the EEA.
Skilled worker permits require vocational training of at least three years or higher education (UDI).
We could not confirm the exact authorisation route for electricians from official pages: check HK-dir's regulated-professions list before planning.
